Ukrainian forces destroyed bridge over Seim River in Kursk Oblast, Russian authority claims

Ukrainian forces destroyed a bridge over the Seim River in the Glushkovsky district in Russia's Kursk Oblast, Alexey Smirnov, the region's acting governor, claimed on Aug. 16.

The unprecedented operation hit its 10-day mark on Aug. 15, with Kyiv claiming to have seized 1,150 square kilometers of Russian territory and 82 settlements, including the town of Sudzha .

Photos purporting to show the destroyed bridge were published by the Russian Telegram channel Mash, which claimed the bridge had been struck multiple times.

The channel also claimed that about 30 settlements near the village of Glushkovo, approximately 150 kilometers (93 miles) from Kursk, have been "cut off" due to the attack.

Air Force Commander Mykola Oleshchuk posted later a video, showing the attack on the Russian bridge.

"Ukraine's Air Force aviation is actively participating in combat operations in the Kursk sector. Ukrainian pilots are conducting precision strikes on enemy's strongholds, equipment concentrations, as well as on enemy's logistics hubs and supply routes," he said .

The Insider reported that the Glushkovsky district has three bridges across the Seim River, with the other two located near the settlements of Zvannoe and Karyzh.

Roman Alyokhin, an advisor to Kursk Oblast's acting governor and a Russian pro-war blogger, also claimed that Ukrainian forces are targeting the bridge in Zvannoe, about 7 kilometers (4 miles) from Glushkovo, in an attempt to seize part of Kursk Oblast along the river.

The Kyiv Independent could not verify these claims.

Kyiv said that rather than capturing Russian territory, the incursion aims to protect Ukrainian lives by preventing cross-border attacks and diverting Russian reinforcements.

Despite mounting reports that Russia is moving at least some forces to the sector, Kyiv's troops in the east of Ukraine say the situation there remains dire as Moscow continues its advance near Pokrovsk and Toretsk .

ASHEVILLE - The former site of the old Asheville Cotton Mill building, now a grassy stretch near the Wilma Dykeman Greenway in the River Arts District, is slated to become 240 apartments with a Sept. 10 approval from City Council.

The project comes from a Tampa-based developer and further contributes to the rapid residential expansion of the district known for hosting many of Asheville's artists and breweries. At seven stories, the apartment building, planned for 179 Riverside Drive, would sit on about 3 acres, with the bottom level a parking garage.

Plans encompass a 1.3-acre parcel on the other side of Riverside Drive as well, abutting the greenway, which would become a parking lot for the project.

City Council approved the development in a 4-2 vote, with council members Kim Roney and Maggie Ullman opposing. Council member Sheneika Smith was not present at the night's meeting.

While Vice Mayor Sandra Kilgore reiterated concerns around a lack of affordable housing units within the project, she said, ultimately, the need for housing in the River Arts District outweighed the cons.

“We do need housing, and we do need housing everywhere," Kilgore said. "And of course any housing is better than no housing, because basically the more housing we have, the better we can get a handle on the rents and costs of real estate.”

What's the project?

Asheville City Council first heard this iteration of the project at its Aug. 27 meeting, where the proposal was met with a tepid response , facing concerns around design, scale and lack of affordability. After expressing reservations, the hearing and vote was moved to September, where many of the concerns lingered.

The developer returned with some project tweaks, though affordability didn't budge. Twelve units, 5% of the total, will be designated affordable at 80% of the area median income — that's an annual income of $52,350 for one person in the Asheville metro area, per the U.S. Department of Housing and Urban Development.

Changes included the addition of green features — such as more permeable grass pavers for parking, a solar ready roof and cisterns for rainwater harvesting — and added commercial enhancements after council members expressed worries that the project would create a "dead zone," meaning a lack of pedestrian walkability and interaction, in an area that is known for being one of Asheville's  most prominent mixed-use creative commercial districts .

Now the developer is promising food truck areas on both parcels and a kayak and canoe rental area near the banks of the French Broad River. It adds an electric bike rental to the property, which offers pedestrian routes for river access, and a few grassy public plazas.

The project clinched unanimous approval, with conditions, from Planning and Zoning Commission July 11. There was a more fraught visit to the Asheville Design Review Committee, with unanimously voted against the proposal June 20, expressing frustration with the building feeling massive and "maxed out" as committee member Kathryn Ancaya described it during that meeting. Other members of the board complained about the proximity to the old smokestack from the Asheville Cotton Mill, with one committee member calling it a "Bugs Bunny"-like design choice.

City Council was the final stop for the conditional zoning approval.

What happened to the 2021 proposal?

The plan is an adjustment from another proposal for the site approved in 2021.

Approved by a 5-2 City Council vote, the original plan for the location included adaptively reusing the old Asheville Cotton Mill building that had been described as "ruinous remnants" in the  National Register of Historic Places . The mill suffered a fire in the 1990s and most of it burned down. The 2021 plan also included commercial space and green elements, such as a rainwater harvesting system on top of that mill building — some elements of which have been added back in with the proposed changes in September.

The building was demolished in 2023 after it was deemed unstable,  the Citizen Times reported in February , meaning that the reuse project would be impossible. The new proposal replaces the mill by extending the 400-foot building in its place and making the entire structure residential, increasing the number of apartments from 134 to 240. It includes preservation of the old smokestack and a new condition to install public art on the north side of the building.

Council member Sage Turner, who ultimately supported the project, called it a "conundrum."

“I’m torn between how to get economic development and activity and permanent residents in this area, while supporting the arts community and their affordability needs, and supporting commercial activation as it grows," she said. "It feels like a little bit of a lost opportunity, that it could have been something a bit more amazing."

While several public commenters were supportive, while acknowledging some of the drawbacks of the project, residents like Paul Howell asked, with only 12 affordable units at 80% AMI, "who are these places affordable for?"
