CRMC approves incomplete yacht club dredging application over public protest

On Tuesday, the Rhode Island Coastal Resources Management Council unanimously approved an incomplete dredging application for Watch Hill Cove, despite public opposition from shoreline access advocates who faulted the proposal for failing to disclose a town-designated right-of-way that will be obstructed while the work is being done. 

State regulations say dredging applications must disclose all streets and rights-of-way within 50 feet of a dredging area.

The application was submitted by the Watch Hill Yacht Club to help alleviate flooding in the area. The club will do the work in the waters around its boathouse and stage dredging equipment on land owned by the Watch Hill Fire District, which has given the yacht club written permission.

A public hearing and vote was held Tuesday night because of objections to the incomplete application, which had the support of the CRMC’s staff members who reviewed it. After the vote, advocates for shoreline access called the process dubious and accused the CRMC of applying a double standard to an application submitted by influential people from a wealthy shoreline area.

The Westerly Town Council had formally objected to the application’s failure to disclose the Fort Road right-of-way. In 2008, the Westerly Town Council designated Fort Road a public right-of-way that runs from a main road, along Watch Hill Cove and onto Napatree Point. The resolution bases the location on assessor plat maps.

“There’s a material omission in this application,” Anthony Palazzolo, Jr., a shoreline access advocate, said at the hearing. “It’s just like them, these Watch Hill interests, to omit critical information to game the system and have you approve things when you aren’t aware of concerns like this.”

Palazzolo said the application violated state law and town ordinance preventing people from blocking rights-of-way, encouraged pedestrians to cross over private property that’s not part of the Fort Road right-of-way to Napatree Point, and ignored a previous public access stipulation issued by the CRMC when it approved a sea wall application in the 1980s. He pointed out that no judge has ever invalidated the town-designated right-of-way and Westerly has never taken formal action to take back the public designation. 

Palazzolo said he would be satisfied if the yacht club agreed to move its dredging staging area and the CRMC took steps to affirm what he thinks is the “viability and enforceability” of the public access stipulation to Napatree Point issued by the CRMC nearly 40 years ago. 

A spokesperson for the CRMC contacted by email Thursday morning did not provide a comment for this story prior to deadline.

During the meeting, an engineer for the CRMC, Justin Skenyon, did not contest that the application omitted Fort Road but said staff members did not see a reason for rejecting the application. He noted that Fort Road is actively being litigated in Rhode Island Superior Court and the CRMC is not a party in that case.

The Watch Hill Fire District and the Watch Hill Conservancy have filed a lawsuit against the town of Westerly and state of Rhode Island , arguing the public does not have the legal right to use the access path and asking a judge to invalidate the right-of-way. The fire district says it does not intend to block the public from getting to Napatree Point but is asserting its property rights to protect the coastal environment. The fire district owns most of Napatree Point, although the town and state also own property on the undeveloped peninsula. 

Skenyon said CRMC staff members determined the public will have adequate alternative access during the two-to-four-week dredging period. 

“It’s staff’s opinion that this application adequately addresses requirements of [the] Rhode Island Coastal Resources Management Program,” Skenyon said.

One Westerly Town Councilor, Joy Cordio, spoke at the meeting. She asked the CRMC to delay its vote because Fort Road is being litigated and the town’s solicitor wasn’t present at the CRMC meeting to speak for the town.

When asked by the council, Skenyon said his opinion was unchanged after hearing the concerns of shoreline access advocates. The CRMC’s legal counsel, Anthony DeSisto, pushed back on arguments raised by Palazzolo. 

An attorney for the yacht club, Joshua Parks, told the CRMC the objectors were raising concerns about an issue that was not relevant to the dredging proposal. 

“We’re not here on an application concerning Fort Road,” Parks said. “We’re here on an application to conduct maintenance dredging in much the same course and fashion as has been happening at this property, at this site, in the same manner for the past approximately 40 years.”

The council voted 7-0 in favor of the application. Member Don Gomez said the concerns raised by activists were not significant enough to require the CRMC to turn down the incomplete application.

“I just don’t see an impact. Anybody that’s going to be walking around down there at that point in time, I would think, would be perfectly happy to walk around,” Gomez said. “It seems to me we’re spending an awful lot of time trying to find fault with the presentation.”

The dredging work will likely be completed by the end of January 2025. The Watch Hill Yacht Club intends to deposit the sand it removes from the cove onto the Westerly Fire District beach after it’s had time to dry. 

Earlier in Tuesday night’s meeting, the CRMC approved an application from the Watch Hill Fire District to repair split rail fencing on Napatree Point that access advocates also protested for ignoring the Fort Road right-of-way. 

Westerly shoreline access advocate Ellen Kane said she viewed that application as consistent with Watch Hill’s “persistent attempt to erase Fort Road.” She pointed out to the CRMC that the Watch Hill Fire District had scrubbed references to Fort Road from its meeting minutes filed with the Rhode Island Secretary of State’s Office.

“You have to wonder: Why is that being done?” Kane said. “I think it is part of a larger plan, because Fort Road is inconvenient to the fire district.”

Windstar Cruises Yacht Club loyalty program: Everything you need to know

Seattle-based Windstar Cruises is a relatively small line, but it offers a big loyalty program that can bring you all sorts of great perks if you sail regularly with the brand.

Dubbed the Yacht Club, the four-tier program, which was massively upgraded in late 2020 , offers its higher-tier members such valuable perks as a $100-per-person onboard credit for every sailing, free laundry service on ships and free Wi-Fi. Higher-tier members also get significant discounts on cruises, beverage packages, shore excursions and more.

The program was upgraded at the same time that the six-ship line expanded its capacity with a massive makeover and enlargement of three of its vessels. The $250-million Star Plus Initiative, as it was called, brought new suites, restaurants, pool decks and more to the line's three yacht-like motor vessels — Star Breeze, Star Legend and Star Pride.

All three of the vessels also were lengthened by around 20%.

Ways to earn points

The Yacht Club point-earning system is relatively straightforward. In most cases, members earn 1 point for every day they sail on a Windstar vessel. The only exception is for passengers staying in top suites. Customers staying in Wind Class suites or Deluxe suites on Star Plus Class ships will get 1.5 points for every day they sail. Those staying in Owner's suites and Classic suites on Star Plus Class vessels will get 2 points for every day they sail, as will passengers staying in the Bridge Suite on the Wind Surf.

Program tiers and benefits

There are four tiers to the Yacht Club program:

  • One Star (1 to 15 points)
  • Two Star (16 to 39 points)
  • Three Star (40 to 89 points)
  • Four Star (90 or more points)

Even at the lowest One Star level, the perks are fairly robust, at least as compared to loyalty programs of many of Windstar's small-ship cruise line competitors.

Yacht Club members at all four tiers get a 5% discount on fares when booking a cruise. That's a great perk, as it amounts to real money in your pocket. But it gets even better if you book a cruise while on board a Windstar ship or within 60 days of departing one. In such cases, Yacht Club members will get an additional 5% discount on fares — bringing the total savings to 10%.

In select cases, Yacht Club members will be rewarded for their loyalty with even bigger discounts. As part of the program, members can snag an even heftier 20% discount on select Yacht Club member sailings. One caveat: The 20% discount won't be combinable with other offers.

In addition, all Yacht Club members get:

  • Advance notification of new deployments
  • Advance notification of sales events
  • Members-only private sales
  • A $100 shipboard credit when referring a new customer to Windstar. The customer also will receive a $100 onboard credit.
  • Exclusive members-only cocktail party with ship officers
  • Exclusive onboard tote
  • Additional discounts at sister Xanterra Travel Collection brands (more on that below)

Plus, starting at the One Star level, customers get a 5% discount on laundry service, Wi-Fi and Windstar merchandise whenever they sail with the line. Note that the Wi-Fi discount only applies to Wi-Fi purchased individually and not as part of the line's All-Inclusive Fares.

At the Two Star level, customers get all the above plus a 5% discount on shore excursions and beverage packages (again, the latter discount does not apply to the line's All-Inclusive Fares). They also get a $50 per person onboard credit for every cruise they take.

The elite level that makes a difference

We're impressed with all four levels of the Windstar Yacht Club loyalty program. Even at the lowest tier, it brings real savings for loyal passengers. And the shore excursion and beverage package discounts that come with the Two Star level are enticing in our eyes.

That said, we start to get really excited about the Three Star tier. It bumps the discounts for laundry service, Wi-Fi, shore excursions and Windstar merchandise to 10%. If you're the kind of cruiser who does a shore excursion in every port and regularly uses onboard services, such as laundry and Wi-Fi, this could save you $100 or more on a typical seven-night cruise.

The Three Star tier also comes with an onboard credit of $75 per person for every cruise you take. That's more real money in your pocket.

Best elite perk

It's a tough call on the best elite perk of the Windstar Cruises Yacht Club loyalty program. Unlike some frequent cruiser programs, there isn't one clear standout perk, such as the free cruise that Royal Caribbean Crown & Anchor Society members get after reaching the top Pinnacle Club level.

At the top Four Star tier level of the Yacht Club program, passengers get free laundry service and free Wi-Fi on every sailing, which are both valuable perks. But the most generous perk may be the 15% discount on shore excursions that comes with Four Star status. That's assuming you are the type of cruiser who signs up for a lot of cruise line-organized shore excursions. If you spend $1,000 a week on excursions, that perk alone is worth $150 per seven-night cruise.

At the Four Star level, members also get a 15% credit on Windstar merchandise and a 10% discount on beverage packages. The onboard credit increases to $100 per person for every cruise you take.

One thing we like about the Yacht Club program is that it doesn't take all that many cruises to reach the top Four Star level. For someone staying in a standard cabin, it would require the completion of 13 seven-night cruises. That's not all that hard to do in just four or five years, assuming you cruise two or three times a year. But, if you stay in suites, you could hit the Four Star level far more quickly. It would take just seven seven-night cruises.

You can hit the top Four Star level even more quickly if you sign up for Windstar's longer "Star Collector" voyages of 14 to 60 days. With the right mix of such sailings, you could reach Four Star status in just two or three sailings.

Indeed, someone staying in a top suite on one of the longer Star Collector sailings, in theory, could hit the Four Star level after just a single cruise.

Note that, as is often the case with cruise line loyalty programs, Windstar customers do not have to re-qualify for status each year. Yacht Club members keep their points at the end of each year and continue to accrue points indefinitely. That means that someone who hits Four Star status will remain at that top tier level forever (or until Windstar makes a change to the program).

Such "forever status" is one of the great allures of cruise line frequent cruiser programs. Many airline frequent flyer programs, by contrast, require loyalty members to re-qualify for status each year.

Benefits at Xanterra Travel Collection brands

In addition to discounts and other perks at Windstar, Yacht Club loyalty program members are entitled to special perks at hotels, lodges and other travel vendors owned by Windstar's parent company, The Anschutz Corporation.

Based in Denver, The Anschutz Corporation owns such iconic hotels as The Broadmoor in Colorado Springs, Colorado, and the Sea Island Resort just off the Georgia coast. It also owns two hotel properties near national parks (The Grand Hotel near the Grand Canyon and Cedar Creek Lodge near Glacier National Park) and is the largest national and state park concessioner in the United States. Among the national parks where it is the concessionaire are Yellowstone National Park, Grand Canyon National Park and Glacier National Park.

Other Anschutz travel holdings include the Grand Canyon Railway & Hotel and tour companies VBT Bicycling Vacations, Country Walkers and Holiday Vacations.

Together, all of the hotels, lodges and travel companies are known as the Xanterra Travel Collection. The perks available to Yacht Club members at Xanterra Travel Collection entities vary but often take the form of credit. At the Sea Island Resort, for instance, members are entitled to a $200 resort credit.

Bottom line

It's unusual for a cruise line as small as Windstar to have such a great loyalty program. Massively upgraded in October 2020, Windstar's four-tier Yacht Club loyalty program brings a lot of great perks even at the lowest One Star tier level, including across-the-board discounts on cruise fares. At the highest Four Star level, it brings a significant amount of value.

This membership was created this season based on the demand of the “snowbirds”, who fly south in the winter months, with some who cannot legally reside in the United States more than six months a year, and others who have a second vacation home here and do not require a year-round membership. The criteria for our Seasonal Membership are the following: Seasonal Members and their family will have full access to all Club amenities and activities from November through April only. For years, this iconic resort has drawn seafarers from around the globe, offering a serene escape amidst the sparkling waters of the Caribbean.

While the term “bitter end” often refers to the final part of a rope or chain, the phrase can also signify reaching the farthest point or the end destination of a long or difficult journey. The founders of the Bitter End Yacht Club chose this name to reflect both its geographical location and the spirit of adventure and perseverance inherent to sailors. For those who navigate to this end-of-the-line point, the BEYC stands as a haven where their journey culminates in beauty and tranquility. And, for many, it has long stood as a cherished traditional stop when exploring the waters of the BVI.

A Legendary Past, a Devastating Blow

In more recent years, the Bitter End’s name has embodied not only a physical destination but also a symbolic one. The iconic BEYC experienced a devastating blow in September 2017 when Hurricane Irma, one of the most powerful Atlantic hurricanes in history, wreaked havoc on the Caribbean, leaving the Bitter End Yacht Club in ruins. The devastation was profound, with buildings flattened, boats destroyed, and the once-thriving resort reduced to rubble.

Ongoing investment in Paradise Island has transformed it into a deeply desirable destination. The ... [+] upcoming Ocean Club Four Seasons Residences aims to raise the bar even higher.

This is a story of Paradise not lost, but created. Created by a Swedish industrialist who sailed on his steam yacht towards a small island in the Bahamas in 1939 as one of the world’s wealthiest men—and also as a refugee of war. Axel Wenner-Gren was the majority owner of Electrolux, pioneers of domestic vacuum cleaners and refrigeration. Personal resources fed his imagination, and the construction on the island’s oceanfront of a paradisial seaside estate began. He named it Shangri-la.

A decade of pleasure (we presume) ensued, until Wenner-Gren sold Shangri-la to his island neighbor, heir to the A&P supermarket fortune, Huntington Hartford II. Pleasure was about to multiply. Known as a playboy and patron of the arts, Hartford II decided to create a top-tier resort to attract the world’s rich and famous. But one thing stood in his way—the island’s name. Hog Island. Hartford persuaded the Bahamian government to rename it Paradise Island, and a grand 52-room hotel opened as the beguiling Ocean Club.

Construction on the 35-acre property was as much about flowers and sculptures as it was about nails and beams. Gardens were modeled on the palaces of Europe. Hartford imported statues and fountains by neoclassical Italian masters, copies of Petrilli’s “Cupid and Psyche” and Bartolini’s “Reclining Venus.” An arcade composed of 12th-century fragments from two Augustinian and Cistercian cloisters graced a hill overlooking the tiered terraces of the Versailles Gardens that descend to the hotel pool.

In 1962, Hartford’s vision of glamor came to life. The resort’s grand opening, the Bal du Paradis, was attended by a panoply of distinguished guests, including Zsa Zsa Gabor, William Randolph-Hearst, Burl Ives and Benny Goodman. The 18-hole golf course was inaugurated by Gary Player . Word got around, The Beatles came to stay, and The Ocean Club itself gained celebrity status as notable names made it their favorite haunt. Its shimmering coastal grounds have served as the setting for TV shows and films—a recognizable cast member in the 2006 version of the James Bond film Casino Royale.

Native tropical fauna is artfully combined with the resort's European-inspired gardens.

Recent additions to The Ocean Club’s illustrious legacy include a new Tom Weiskopf-designed golf course and a restaurant from chef Jean-Georges Vongerichten. And earlier this year, current operators, The Four Seasons, announced perhaps the most significant development to the resort since its opening—a development of turnkey residences.

Anticipated for 2027, The Ocean Club Four Seasons Residences will see the addition of 67 seaside homes spread across four low-rise buildings. Residences will sit adjacent to the resort and feature a dedicated team providing residents with the same white-glove service that has long defined any Four Seasons hospitality stay. Owners will also have access to the offerings at The Ocean Club. Planned amenities are plush, including spa treatments, a rum-tasting room and an owners-only pool with private cabanas.

The Four Seasons announcement could not have come at a better time for the island. According to the Bahaman Ministry of Tourism, nearly 10 million visitors arrived in Nassau and Paradise Island last year, a record high. Arrivals for the first half of 2024 have already surpassed the same period from the year prior.

Steady popularity has spurred, or perhaps is the result of, a wave of development elsewhere on the island. The Atlantis Paradise Island, the area’s largest resort, just completed a $150 million renovation. Extensive upland and marina improvements were recently made to the Hurricane Hole Superyacht Marina for $200 million. Now, with the upcoming Ocean Club Four Seasons Residences, it seems paradise just keeps improving.

The purpose of the club is to provide activities and opportunities for members that are both fun and enriching.   We welcome those that love the boating life - whether you are currently an active or an inactive boater.  We have racers and cruisers.  Some members have switched from sailboats to motorboats and still others that have had to retire from active boating life.  However, that evening breeze off the water still stirs the desire to be back on the water.

Benefits of membership

In addition to a active calendar of events both on the water and on land, there are other benefits to joining. 

Opportunities to get on the water:  

Need crew?  We have members that are available to add hands to your next race.

No sailboat?  We have skippers looking for extra hands, and really any excuse to get on the water.

The committee boat, Dwindle Down, sets up each race.  Crew and passengers are always welcome.   Being out on the water doesn't always mean sailing.

Kayaking:  Our 6 kayak rack holds kayaks for anyone interested in exploring Myer Creek and the Corrotoman up close.

Kitchen and grill facilities.

Federal and provincial investments support hurricane recovery and preparedness

August 29, 2024 · Pointe-du-Chêne, New Brunswick · Atlantic Canada Opportunities Agency (ACOA)

When Hurricane Fiona ravaged cities and towns along the Atlantic coast, the Government of Canada responded quickly with programs designed to help the region with long-term recovery efforts and adaptations. These efforts helped businesses and communities recover, restore and rebuild for the future.

Today, the Honourable Dominic LeBlanc, Minister of Public Safety, Democratic Institutions and Intergovernmental Affairs, and Member of Parliament for Beauséjour, announced more than $8.2 million in non-repayable contributions through the Hurricane Fiona Recovery Fund (HFRF) for two projects at the Pointe-du-Chêne wharf. The announcement was made on behalf of the Honourable Gudie Hutchings, Minister of Rural Economic Development and Minister responsible for ACOA.

ACOA is providing $7,640,810 to the Pointe-du-Chêne Harbour Authority (PDCHA) and $577,490 to the Pointe-du-Chêne Yacht Club (PCYC) to support restoration of the wharf, a key regional tourism asset, following damages caused by Hurricane Fiona.

The projects include the rehabilitation of the wharf access, walking paths and parking areas, the restoration of the Yacht Club’s infrastructure, as well as repairs to the deck and buildings to improve climate resilience.

The Province of New Brunswick is also contributing $2,300,000 to the PDCHA for the wharf restoration.

Today’s announcement further demonstrates the Government of Canada’s commitment to supporting communities and businesses impacted by Hurricane Fiona and helping them build resilience against climate-related disasters.

ACOA is partnering with businesses and community organizations to focus support where it’s most needed and help people prepare for future climate-induced weather events. The Fund allowed the Harbour Authority to substantially improve the resilience of the Wharf infrastructure. Quick facts

The Pointe-du-Chêne wharf, managed by the Pointe-du-Chêne Harbour Authority, is an operating facility and tourism focal point in Southeastern New Brunswick. The Wharf is used by commercial businesses, tourism operators, restaurants and commercial fishers.

The Wharf hosts 13 active businesses, all relying on it to provide safe accessibility for their customers. Each of these SMEs has rebuilt after the impacts of Hurricane Fiona and are dependent on the PDCHA for continued, safe wharf accessibility for their livelihoods.

Established in 1978, the Pointe-du-Chêne Yacht Club (PCYC) is located in Shediac, New Brunswick, on the western side of the Northumberland Strait and within walking distance of several restaurants, boutiques, and attractions such as the well-known Parlee Beach.

ACOA’s investments were delivered through the Hurricane Fiona Recovery Fund, which was created to support local communities and businesses affected by the storm and to help long-term recovery efforts.

The Government of New Brunswick’s investment was delivered through the Regional Development Corporation’s Rural Economy Fund.

Bay club membership information and  guidelines.

The Bay Club Company, along with its subsidiaries and affiliated entities (collectively, the “Bay Club”), have adopted guidelines, procedures, rules, and regulations (“Guidelines”) to provide for the safe, enjoyable, and healthy use of our clubs, premises, and events by you, our members, and guests.

The Guidelines apply to your conduct at all Bay Club locations which includes your access to our clubs, sports amenities (including but not limited to golf, tennis, squash, racquetball, pickleball, basketball), all outdoor areas, including parking lots, sidewalks, and outdoor pools, and indoor and outdoor children’s play areas (collectively, the “Premises”). The Guidelines also apply to the use of any of the Bay Club’s online, mobile, or interactive offerings or websites. They also apply to your conduct during Bay Club programs, training, events, or other Bay Club-sponsored activities off the premises (“Events”).

In addition to these Guidelines, the Bay Club may post or otherwise communicate additional Guidelines in our clubs, on our web or mobile sites, or at our Events, including Guidelines applicable to a single club. In some instances, government regulations may establish different requirements applicable to certain clubs that may not be outlined here. To the extent of a conflict with other Guidelines, the more restrictive Guideline applies.

If you violate any of these Guidelines, you may be subject to membership consequences including the restriction, suspension, or termination of your membership or club access.  Members are responsible for their actions as well as the actions of their guests and children under their supervision. Should damage arise—whether property or personal injury—you are liable for all resultant costs. Please note that not all rules may apply at all Clubs if a specific department is not onsite.

The Bay Club may change these Guidelines at any time at its discretion. As a member or guest of the Bay Club, you are responsible for reviewing and complying with these Guidelines.
