Most expenses are deducted from an Advance Provisioning Allowance (APA), a fund that is added on top of the charter price. The expenses, such as provisioning, fuel, marina fees, are deducted from the APA. The APA is based on the price of the yacht and ranges from 15% (crewed sailing yachts) to 30% (motor yachts with higher fuel consumption). You can actively control these expenses in your preference sheet (local vs. imported beverages) and by choice of itinerary (distances traveled). The remainder of the APA is returned after charter.">Price Terms: Plus Expenses

SEABREEZE Yacht for Sale
Not for sale or charter to U.S. residents while in U.S. waters.
The 1984 Benetti world cruiser SEABREEZE is a pedigreed superyacht that has been carefully maintained and upgraded since her launch. She received a total of three complete overhauls over the years, once at Palmer Johnson, Savannah, in 1994 where she was lengthened, once at SBK Marine, Dubai, in 2002, and finally over the 2019-2022 period, in Athens. During this last overhaul, all machinery has been serviced and replaced when needed, all communication, navigation, galley and entertainment equipment has been renewed, and her Evan K. Marshall interior design, has been updated with lighter colors.
SEABREEZE's interior is light and perfectly suited for guest enjoyment and relaxation. Her main salon showcases stunning marble flooring with polished timber inlays. As guests enter from the aft deck, they will be greeted by a well-thought lounge area fitted with beautiful white leather sofas, white leather stools, low tables and a large TV. Continuing forward is the dining area featuring a round glass table for up to eight guests. The yacht's upper salon is a social locale with an oversized sofa, a five-person marble-top bar, a large TV and polished timber wood floors. SEABREEZE's state-of-the-art sound system includes 12 speakers, a subwoofer and a mixer, making her ideal for celebrations.
The superyacht offers accommodations for 12 guests, four staff and 14 crewmembers across a total of 14 cabins. The crew area includes a large crew mess and four crew cabins, plus a captain's cabin and chief engineer cabin with en-suite bathrooms on the bridge deck. On the lower deck amidship are two twin staterooms fitted with large individual beds, en-suite bathrooms and TVs. These are well-suited for additional staff such as nannies or security or can be converted into gym/spa/massage rooms if desired. Accessed through the main salon aft are the yacht's primary guest accommodations. The owner's suite is located forward on the main deck and features a king-size bed, a large sofa, a marble-top desk with vanity and three wardrobes. Six large windows allow an influx of natural light. Also on the main deck forward is a VIP stateroom with a queen-size bed. The yacht's four additional guest cabins comprise two double cabins with queen-size beds and two twin-bedded cabins.
SEABREEZE's exterior showcases a generous sundeck complete with a touch-and-go helicopter pad that can be reconfigured to a shaded 16-person lounge area when not in use. Forward is an alfresco dining table for 12, a barbecue grill station, a seven-person bar and plenty of seating. Guests will also find a Jacuzzi and sunpads for sunbathing. The bridge deck aft stores two Novurania tenders and two Yamaha Jet Skis. When launched, the space becomes a great entertaining area of your choice. For entertainment, the sundeck is equipped with a large TV, a high-end sound system, and discotheque lights.
Bridge deck:
The bridge deck aft is used to store the two Novurania tenders and the two Yamaha jet skis. Once unloaded thanks to the cranes fitted in the ceiling, the aft deck becomes a great flush area that could be fitted with any loose furniture of your choice.
Before the refit, the “al fresco” dining table used to be located in the center of the deck, between the tenders, and could easily be reinstalled in its initial position if needed.
Right in front of the bridge, you will find a small seating area for couples to enjoy the views underway.
Accessing the main deck via a wide and centered passarelle, you will find a seating area that can accommodate about 8 to 10 guests thanks to its two opposite sofas and low tables.

How does the charter agreement work?
Once your chosen yacht has been confirmed, we will send you a standard MYBA or Goolets charter agreement that needs to be signed. If your chosen cruise route requires a different embarking or disembarking place other than the yacht's central harbor, delivery/redelivery fees may apply.
What are the payment terms?
After signing the MYBA or Goolets charter agreement, a deposit of 50% of the total charter cost is required. You can pay the fee via bank transfer or credit card (only Visa or MasterCard). The other 50%, an Advance Provisioning Allowance (if applicable), taxes, positioning fees, and any previously agreed charges are payable via bank transfer eight weeks before departure.
and any previously agreed charges needs to be settled via bank transfer six weeks before departure.
What are the actual operating expenses?
Once you made the final payment of the charter, you pay the Advance Provisioning Allowance (APA). Under MYBA terms, this fee is usually between 30% - 40% of the total charter cost.
This covers the operating expenses of a charter (explained under Charter Terms), such as fuel, food, drinks, port fees, and ad hoc incidentals. The APA is given to the captain before the start of your charter. Some yachts and gulets also offer food/drinks packages which are normally paid in cash during embarkation, while the port taxes are paid during embarkation according to the costs presented by the captain. The Captain ensures that the yacht is fully fuelled and stocked when you step on board.
While an up-to-date summary of accounts can be requested at any time during your charter, a full set of accounts will normally be submitted by your captain at the end of the cruise.
In case of surpassing the amount of money already paid during your yacht charter (with the APA), additional funds (in cash) will be required at once. If there is an outstanding balance from the yacht charter, it should be settled in cash or by bank transfer before you disembark. In case of a remaining credit at the end of your charter, you will be fully reimbursed.
If a transfer by car to and from the yacht is required, it can be arranged either by the charter company or by the yacht’s captain, payment for which will be deducted from your APA.
How can we make your yacht charter personalized?
To ensure a unique and tailor-made charter experience, we will send you a detailed questionnaire eight weeks before you embark on your yacht. You can tell us your group's preferences and special requirements, such as dietary or medical needs, any particular wishes regarding exercise, entertainment, or if you are celebrating a special occasion.
Are internet and satellite TV connections available onboard?
In case you really need to get some work done during your vacation, no worries. On most yachts, there is mobile broadband internet and satellite TV, so you will stay connected to the rest of the world. Just keep in mind that the service can be limited in some areas (you are in the middle of the sea after all). If you anticipate regular usage of the internet, let us know prior to embarking, as upgrades might be subject to availability and additional fees may apply.
Is smoking allowed onboard?
Smoking is permitted only on the outside decks, and on some yachts, only in dedicated outdoor areas. Please consult our charter brokers for more information. For safety reasons, smoking indoors is strictly prohibited on all yachts.
Are tips for the crew mandatory?
Even though tips are not mandatory, the guests normally extend a gratuity to the devoted crew. The amount depends on the guest's satisfaction, but it is approximately 10% of the charter fee. The tips are equally distributed among all crew members by the captain.
Should I get any insurance?
In case of unforeseen circumstances that might prevent the charter, we highly recommend taking out the Cancellation and Curtailment Insurance to protect the investment. Besides that, the guests should be covered by Personal Accident and Medical Insurance, and their belongings are insured against theft, loss, or damage. Charterers’ Liability insurance is also highly recommended. Contact your broker for further assistance and additional advice regarding the insurance.
How are the charter rates calculated?
Charter rates are estimated weekly. If a charter exceeds seven days, they are calculated pro-rata against the weekly rate divided by seven and multiplied by the number of charter days. Keep in mind that some yachts are only chartered on a weekly (Saturday-Saturday or Sunday-Sunday) basis, especially during the high season.
High and low season rates vary depending on charter locations and types of yachts. The high rates apply to the most popular charter periods (July/August and Christmas/New Year), and to all major events. Low season rates apply to all other periods.
The charter rates on our website are up to date but may be subject to change.
What are the charter terms?
Most charter rates are based on MYBA Terms, which entail that the yacht is in full commission, with all necessary equipment, properly insured for marine risks, and managed by a crew, whose wages, food, and clothing are the owner’s expense.
All other operating expenses are charged to the charterer and include (but are not limited to): fuel and lubricating oils for the yacht and her tenders; local taxes; pilotage; port, harbor, and marina dues; customs clearance; water and power; personal laundry; all provisions, wines, beers, spirits, soft drinks and consumables for the charterer’s group; shoreside excursions, telecommunication, and internet costs.
Please note that, occasionally, a yacht may offer an alteration on the terms described above. For further information about specific yachts, consult your broker.
Do any other taxes apply?
For charters in European waters, Value Added Tax and delivery costs may be charged on the gross Charter Fee, due to the European Union tax legislation. In other countries, local taxes may also apply. Depending on your chosen charter destination, our brokers will provide any prevalent rates.

Client Reviews
Being first time boat owners, our process was lengthy - evaluating different makes/models, determining what's best for us and our family, budget, upkeep, etc. We wanted to ensure we made the right decision. James was very patient, gave us his straight opinion, didn't try to steer us to only his listings and his knowledge of boats was invaluable. We made the right decision to work with James and, in turn, he helped us purchase the right boat for us.
Our family's boat purchasing experience was handled with ease thanks in great part to James. He made himself available for all our questions. James made the extra effort and found boats for us to view that met our needs. When we decided on a boat, he was present for the boat survey to ensure the quality of the boat for our family's use. We would highly recommend Seabreeze Yacht.
Working with James was an absolute pleasure. I had a very long trip to go and he was set up and ready to test drive immediately. There were no snakes in the grass and he was very proactive in getting the title to me in a timely manner. I highly recommend anyone in the area (or in my case over 800 miles away) contacting James. Also, the marina on the same lot fixed any hiccups James told me about immediately. Great boat buying experience.
The boat was just delivered and it looks and drives great. I wanted to thank you for making the entire sales process a pleasure. You are truly a gentleman and very professional.
Thanks again and enjoy the summer.
Best Regards, Jeff
"What can I say? James of Seabreeze Yacht sold our boat sooner than we had expected. He provided us with the information to properly price the boat and walked us through the process to make the settlement as easy as possible. We appreciate his honesty and communication throughout this whole process."
"James Ross from Seabreeze Yachts did an outstanding job selling our boat in a matter of 6 weeks in the middle of winter!
He did an excellent job photographing our boat for the all-important visual presentation needed for Yachtworld.com. His knowledge of boats in general and ours in particular helped engage potential buyers in the all important visits and first impressions. He took us through the closing process with ease through the electronic version of purchase contracts, buyer qualification, escrow, etc. His participation in the survey and sea trial process was invaluable.
We whole heartedly recommend James and Seabreeze Yachts to sell your boat."
"If you want the best of the best then go to Seabreeze Yacht [email protected] for advice, knowledge, in the boating industry. He is kind, courteous, considerate and prompt. His methods of displaying your boat online is the best in the industry. Once he photographs your boat you will want to keep it! You will not jump the ship with James!"
"James from Seabreeze yacht was instrumental in the sale of my sailboat.
Through his outreach and “hands-on” support, I had two immediate potential buyers. James walked them and me through the selling process and directly supported me during the “detailed” inspection.
All and all, James made it effective and limited my time to get the sale done."
Long over-due review.
James helped us sell our boat this past month and can't give him enough credit for the smooth transaction. James is very knowledgeable about the boating industry and guided us through this process very professionally.
Thanks James
Liz & Roddy
We first met James when he helped us select the best boat for us as first time boaters. He relieved our concerns and matched us with the right boat. His interest in our boating progress and our needs, while maintaining close contact as he guided us to the perfect second boat and relaxing dock life. James is sincere, conscious of others' needs, and always available to advise and to identify the best people to support us. James is a five star person in knowledge, sales, and friendship!
Thanks for the follow-up. We had a great transit and have been using the boat as much as possible before putting her to bed for the winter. Boat runs great and we are very happy with it. Thanks for the help (and guidance) throughout the purchasing process. Even though we never met face to face, I completely trusted your support. Not sure what Seabreeze Yacht could have done any different – things went as you outlined!
Thanks, Chuck

What clients say.
Spent week through Croatian islands on MS Sea Breeze. Luca and his team were TERRIFIC! Can’t recommend enough. Every meal on board was superb…freshest fish and veggies, custom diets as good as NYC, accommodations worked perfect. Outdoor space on bow and stern = huge plus for our group. Islands were amazing. Coves were protected and beautiful. Luca’s restaurant pics were local, authentic and unique settings. From our family to Luca, Nikola, Ivan and Ivan, THANK YOU!!!!
Absolutely wonderful trip with my extended family for my birthday, simply could not have dreamed of a better time. Captain Luca, First Officer Nicola, Engineer Ivan, and Chef Ivan were the perfect ambassadors to show us their stunningly beautiful coast. They ensured that we were anchored in the perfect bays with crystal clear Adriatic water, fed five-star meals and drinks, and more importantly, were knowledgeable and lots of fun to be with. I only wish we could have extended our trip to cruise around with them longer. Would highly recommend MS Sea Breeze and this wonderful crew.
Absolutely incredible. An unforgettable week. The boat is amazing, new, with all kinds of comforts. And the charming crew and with all the desire to help and please. The delicious food and the areas through which they take you are beautiful. Highly recommended!
A unique experience. Captain and crew couldn’t make us feel more at home. Excellent food and top service on a beautiful schooner. Absolutely recommended.
Thank you Luka and the crew of Sea Breeze for a wonderful week. You kept us comfortable during the Bora Winds and well fed! You all were kind and gracious. For anyone reading this review, the cabin, shower and air conditioning were excellent. Some of the best sleeping I had done in a long time! We hope to see you again.“
Stayed on the Sea Breeze for a week sailing around the beautiful islands of Croatia- it totally exceeded our expectations! The boat is absolutely stunning and the crew were awesome, Captain Luca, Tony, Ivan & Ivan- nothing too much trouble, extremely professional and superb food!Would highly recommend for a truly memorable holiday- can¢t wait to return!
Thanks to Luca and his crew for an unforgettable week in Croatia. You were all fantastic! Great boat, wonderful service and flexibility working with our group spread between two boats.
I can’t thank Luca and his crew enough for an absolutely brilliant week! These guys to a crew member were professional, responsive, adaptable - it was easy to see this was their passion. We threw a few curve balls at them around schedules and destinations and they worked with us on every occasion.
The Sea Breeze is really impressive vessel. There were six of us on bord and at no time did it seem crowded. It was comfortable with more than enough space for the six of us and four crew members, yet still have you the feel of being on a sail boat.
All five stars for these guys and the Sea Breeze… well done Luca!!!
We had the most fantastic holidays that we could wish for. From the beginning, when we planned our trip with Andrea to the fantastic stay onboard, we always had the best service possible. The crew around captain Luka was always beyond helpful and flexible. They showed us the best places to go for a swim and gave us fantastic recommendations for places to visit and great restaurants. Also the food on the Gulet was incredibly good, as well as the service and the lokal drinks. To mention is also the high standard of the gulet itself, you can feel that it is a new boat with plenty of space and modern amenities. I would love to come back one day and can recommend the boat to anyone 100%!
We had such an amazing experience. Captain Luka, Andrea and the crew, Ivan, Drazen and Duje were absolutely incredible. The service they all provided was above and beyond any expectations. They are all kind, with friendly smiling faces, made us feel like family. Chef Drazen, Master Chef, he prepared amazing, delicious dishes. Definitely Michelin rated!! Duje was great, meticulously setting up our table for meals, while preparing delicious cocktails, hot beverages and serving us. Ivan made sure the boat was clean and organized, providing us with comfort. Thank you so so much Captain Luka for taking us on the most incredible adventure around the Islands of Croatia on your beautiful boat Sea Breeze. The experience is unforgettable with memories that will last a lifetime. We will definitely be back!!!!
First class operation. Luka and his team do an excellent job. If you are looking for 10/10 vacation no need to look any further . Can not say enough good things about our trip.

Connecticut news | yale university police officer arrested, accused of attacking woman with golf club, connecticut news, connecticut news | ct officials id two missing boaters recovered following deadly crash in old saybrook.
The men have been identified as Ian Duchemin, 25, of Oakdale, and Ryan D. Britagna, 24, of Waterford, both in Connecticut. A third man who died in the crash was identified earlier this week.
DEEP said in a statement Saturday that the Office of the Chief Medical Examiner will determine cause and manner of death of the men and that he incident remains under investigation.
The bodies of the two men had been missing following the boat crash in Old Saybrook on Monday night and were recovered from the water on Friday.
The identification of the recovered men had initially been withheld pending notifications, according to Will Healey, spokesperson for the Connecticut Department of Energy and Environmental Protection .
The 31-foot open motor boat was returning from Block Island on Monday shortly after 9 p.m. when it struck the east break wall in the Long Island Sound and was later found significantly damaged and half submerged near the Harbor One Marina, according to officials.
One dead, two missing after boat crash in Old Saybrook
Nine people were on the boat at the time of the collision. Earlier this week, police identified 34-year-old Christopher Hallahan of Westbrook as one of the people killed following the deadly crash. Hallahan was one of three people initially reported missing following the crash before authorities found him dead within the vessel, according to officials.
Six others who were on the boat were hospitalized after some of them were ejected from the vessel. This included the operator of the boat, officials said.
PHOTOS: Search Continues for Two Missing after Boat Crash in Old Saybrook
According to a GoFundMe started by the friends and family of Hallahan, he left behind his wife, Brittney, their dog, Kobe, parents, siblings and many family and friends.
“Chris was a selfless person, one that helped others and would never say no,” the GoFundMe says. “He was generous, loving, professional. One who expected absolutely nothing in return. He loved being there to help others, whether it was through work, friends or the community.
“Christopher touched everyone who met him in a positive way. He was always a smiling light for those who needed it, a light that should never be forgotten.”
As of Saturday morning, the GoFundMe raised over $38,000 to help his wife with funeral expenses.
“Any additional money collected is planned to be donated and eventually used for proper lighting of the Connecticut River break wall so life-changing tragedies like this can be avoided in the future,” the GoFundMe says.
The crash occurred not far from where a boat crashed into a break wall last year on Labor Day. That crash was reported around the same time and landed four people in the hospital.
The incident remains under investigation, according to Healy.
“In addition to DEEP EnCon Police, DEEP thanks the many agencies that provided resources and aided in the search effort since Monday night, including: Middletown PD and Fire, the US Coast Guard, Sea Tow, Old Saybrook PD and Fire, East Lyme PD, the Connecticut State Police Dive Team and Air Units, Guilford Fire, Taftville Fire, Goshen Fire, Greenwich Police, Voluntown Fire, Old Mystic Fire, Middlesex EMS, Old Saybrook EMS, Tow Boat US, and the Old Lyme Harbormaster,” said Healy.

Putin has 2 secret sons who live in isolation and extreme luxury, report alleges
- Putin has two sons with former gymnast Alina Kabaeva, a Russian investigation said.
- They lead isolated lives on an estate near Valdai, according to The Dossier Center.
- Putin has long sought to obscure his private life and keep his children's identities secret.
Russian President Vladimir Putin has two secret sons who are being raised in isolation and luxury, a Russian media report alleges.
The report came from The Dossier Center, an investigative group in Russia, where media is heavily suppressed.
Business Insider was unable to verify the report itself.
It says the children are with Alina Kabaeva, a retired gymnast with whom Putin is long rumored to have had a relationship.
According to the report, the boys' names are Ivan and Vladimir Jr.
They are said to live in a luxury estate shielded from the public and even contact with other children.
Putin's long been rumored to have children with Kabaeva , but the report is the first time their identities and details of their lives have been made public.
The Russian president has fiercely guarded details of his private life, but is known to have two daughters with his former wife, Lyudmila Putina.
Though he has never publicly confirmed their identities, they are said to be Maria Vorontsova, a biologist, and Katerina Tikhonova, a businesswoman.
Putin is reported to have started a relationship with Kabaeva after his divorce in 2008.
Related stories
The Dossier Center report claims that Ivan Putin was born in 2015 in a private clinic in Lugano, Switzerland, while Vladimir Jr was born in 2019 in Moscow.
"On several occasions, Ivan Putin told his tutors and security guards…that when he was born, Vladimir Putin was so happy that he shouted: 'Hurray! Finally! A boy!'" said the report.
The Dossier Center is run by the exiled Russian opposition figure Mikhail Khodorkovsky and has been publishing explosive stories about Putin and his circle since 2018 .
Its latest report said that details of the lives of the children are closely guarded, and that the boys have used "cover documents since infancy, which are mostly made for intelligence officers and people under state protection."
"Their dates of birth are known only to their closest relatives."
They lead isolated lives on Putin's luxury estate in Valdai, northwest of Moscow, where they are surrounded by tutors, nannies, sports coaches, and security agents, the Dossier Center said.
According to a 2021 report by associates of Alexander Navalny, the Russian dissident who died in suspicious circumstances in January, Valdai is Putin's "personal favorite" of his properties.
The report says that those visiting the Valdai estate, including children, must isolate for two weeks. Putin himself is reported to have insisted on this measure at the height of the COVID-19 pandemic for those coming into contact with him.
According to the report, the children spend their winters skiing in Sochi, on the Black Sea, where Putin has another vast palace. Their summers are spent on yachts, confined to Russian waters in the wake of the Ukraine war, it said.
"They have to play mostly alone or with adults… They only see their parents late at night, and their peers — mainly during big celebrations," the Dossier Center wrote.
They are said to have private jets, armored trains, helicopters, or yachts at their disposal.
As with their father, security around them is tight, the Dossier Center reported.
"Like Vladimir Putin, his sons have their own mugs and drink only from them," it says, while security officials "are always close to the children."
The investigation claimed to have uncovered posts on a website that offers tutoring services for elite Russians advertising positions teaching the boys.
The ad requests tutors who can teach English and accept that they will be unable to leave the isolated estate where the children live.
The pay would be $8,540 a month, the report said.
South African tutors are preferred because they are seen as less negative toward Russia in the wake of the Ukraine war, the report said.
The report says that the children rarely see Putin, but that he "treats his sons even more reverently than he once did his daughters."
It said that Putin is "the only one who can speak sternly to them."
"None of them risk arguing with the children, so the boys are growing up believing they are exceptional. Any whim is fulfilled, and they view all the residences where they live as their personal property," the report says.
It says that Ivan is a Disney enthusiast and likes to dress up as Disney characters. The Russian president, it says, disapproves and prefers Soviet-era cartoons.
Occasionally, Putin and his elder son play ice hockey together on a special private ice hockey rink on the Valdai estate, the report says.
Putin has been the commanding figure in Russia politics since 2000, and analysts have long speculated about who he may choose to empower as his successor.

SINGAPORE — A crude oil tanker traveling from Iran made a delivery to the Chinese port city of Ningbo a few months ago before heading back toward the Middle East. The Ceres I had made this round trip several times in the past year, according to ship-tracking data. But it didn’t complete this voyage.
The Ceres I and another tanker collided off Malaysia in the South China Sea on July 19, causing significant damage to both vessels. Malaysian authorities said the Ceres I had experienced “technical difficulties.” But shipping and energy analysts say the pattern of the vessel’s movements before the collision suggests another explanation: The Ceres I had been broadcasting a fake location on ship locator channels.
Among groups that track ship movements, the Ceres I was widely known to be part of a “dark” fleet of tankers operating outside international regulations to feed China’s appetite for sanctioned crude oil. China, the world’s biggest importer of oil, is one of the few remaining customers of crude from countries such as Iran, Venezuela and Russia, which are subject to heavy sanctions by the United States.
China needs this fuel, which is discounted from international benchmarks, to supply its manufacturing sector and prop up its flagging oil refineries. To bypass Western financial systems and shipping services, China relies on a fleet of aging, substandard tankers that operate illicitly and increasingly threaten the safety of international sea lanes, analysts say.

According to satellite data tracked by analytics firm Spire Global, the Ceres I started its journey to Iran after spending nearly five months in waters near Malaysia.
After about a week in Iranian waters, the vessel turns around and makes its way back to China. During this trip, it is not detectable via radio frequency on multiple occasions.
The Ceres I leaves China and travels to Singapore. After anchoring there for some time, the ship heads north toward Malaysia, where it later crashes with the Hafnia Nile.
A collision involving ships like the Ceres I was “not a matter of if but a matter of when,” said Ian Ralby, a senior fellow for maritime governance at the Yokosuka Council on Asia-Pacific Studies. Crew members from both vessels in the crash were injured but none died. If the Ceres I hadn’t just offloaded its cargo of oil, Ralby said, “we’d be looking at catastrophe.”
The Chinese owners of the Ceres I did not respond to inquiries for this story.
Last year, over objections from Iran and Russia, the International Maritime Organization (IMO), the United Nations shipping agency, issued a resolution expressing grave concern over the prevalence of “dark” tankers, adding that there were as many as 600 tankers servicing this shadow trade — vessels that had unclear ownership, were not compliant with safety standards and lacked adequate insurance.
Tankers are required to broadcast their location on their Automatic Identification System (AIS) so they can be detected by other vessels. But “dark” tankers were masking or falsifying their locations on AIS — a process called “spoofing” — to travel illicitly, the IMO said. The safety risks, the agency warned, were “real and high.”
China does not officially acknowledge that it imports sanctioned oil but defends its trade with countries such as Iran. “China conducts normal energy cooperation with other countries under international law, which is legitimate and lawful,” Liu Pengyu, a spokesperson for China’s Embassy in D.C., said in a statement.
Secretive transfers at sea
The Ceres I was an archetype of the “dark” fleet, analysts say.
Launched in 2001, it had been operating past the 15- to 20-year limit that tanker operators impose for safety reasons. In the past five years, it has operated under four different flags, most recently under São Tomé and Príncipe, an African island nation known for having low registration fees and lax oversight.
Data provided to The Washington Post by the space-based data firm Spire Global, which uses satellites to track and validate the location of vessels, shows that in the two years before the Ceres I’s collision, it had been traveling predominantly between China and Iran, with regular pit stops in the waters off eastern Malaysia in the South China Sea.
According to the U.S. Energy Information Administration, nearly 90 percent of China’s oil shipments pass through the South China Sea, a highly disputed waterway that is claimed in part by seven governments and thus difficult to police.
In recent years, a stretch of the South China Sea near Malaysia has become a hot spot for the ship-to-ship transfer of oil, which is when tankers mix sanctioned oil with oil from elsewhere to deliver as “blends,” said Muyu Xu, a China oil analyst at the maritime analysis group Kpler. This maneuver increases the risks of collision and pollution, especially when done hastily or when ships are not broadcasting their accurate locations.
Since August 2023, Kpler has detected more than 1,005 unique vessels participating in ship-to-ship transfers here, at least 30 percent of which Kpler estimates were doing so illicitly.
This stretch of sea was also where the Ceres I arrived in mid-July after leaving port in Singapore, according to Spire’s data.

In mid-June, the Ceres I arrived in Singapore from China. It then took a trip to the eastern coast of Malaysia and returned to Singapore, where it anchored on July 8.
Anchors on July 8
The Ceres I sailed north for three days before stopping again in eastern Malaysia, where it stayed for a week.
At 3:55AM on July 19, the Ceres I stopped transmitting its location via AIS and soon after collided with Singapore-flagged Hafnia Nile.

The weeks leading up to the Ceres I crash
On the evening of July 18, the Ceres I broadcast via AIS that it was “at anchor” there, although Spire’s data shows it was moving northward. At 3:55 a.m. on July 19, the Ceres I stopped transmitting its location via AIS and did not begin again until 26 hours later. During this period, the Ceres I crashed into another tanker, the Singapore-flagged Hafnia Nile, bound for Japan. Spire was not able to pinpoint the exact point of the collision.
After the crash, the fire-damaged Hafnia Nile was towed back to home port by a Singaporean naval vessel. The Ceres I went missing for two days and then was intercepted by Malaysia’s coast guard, which found the tanker being pulled deeper into the South China Sea by two tugboats.
Unanswered questions
Malaysian authorities said based on preliminary findings that the Ceres I had dropped anchor because it was experiencing technical difficulties, and that the Hafnia Nile had tried to avoid it but failed.
Three shipping analysts who studied the movement of the Ceres I said this account raises major questions.
It’s unclear why the Hafnia Nile would have had problems avoiding the Ceres I, a 1,000-foot-long supertanker, if the latter vessel had been anchored and transmitting its authentic location, said Michelle Wiese Bockmann, a principal analyst at the maritime-trade research firm Lloyd’s List Intelligence. Leading up to the crash, the Hafnia Nile had been traveling at 14 knots, near its maximum speed, suggesting it did not detect another vessel in its way, Bockmann said.
Hafnia, the company that owns the Hafnia Nile, declined to respond to questions, saying it was still investigating.
Dimitris Ampatzidis, a risk and compliance analyst at Kpler, said he thinks it’s likely the Ceres I had been “spoofing” its location, preventing the Hafnia Nile from detecting it. AIS data transmitted by the Ceres I in the days before it went dark has unusual gaps and shows “erratic and overlapping movements in a concentrated area, followed by sudden, sharp turns and long, straight paths” — patterns consistent with spoofing, he said.
Ampatzidis, who leads Kpler’s monitoring of suspicious vessels, said he has identified activity suggesting the Ceres I carried out ship-to-ship transfers on multiple occasions this year, including at least three times in Malaysian waters. “What we’re talking about is a vessel that has been connected to illicit activities for an extensive period of time,” he said.
From 2019 to 2021, the Ceres I was operated by a Shanghai-based company, Shanghai Prosperity Ship Management, which shares contact details with another shipping business whose owners were placed under sanctions by the United States for oil transactions with Iran, according to corporate records. More recently, the Ceres I has been owned and operated by a Hong Kong-based company, Ceres Shipping Limited.
Shanghai Prosperity Ship Management did not respond to inquiries. Ceres Shipping Limited does not have public contact information. A listed agent of the company did not respond to inquiries over email or to calls, and the Hong Kong Shipowners Association, the main trade group for shipowners in the Chinese territory, said it was not aware of the company.
In August 2023, customs officials in Ningbo warned in an essay in a state-owned outlet that Western sanctions were going to drive more Russian oil toward China’s shores in “black fleets” that “pose a threat to our country’s maritime entry and exit order.” Around the same time, authorities in Shandong province began detaining tankers with safety lapses.
While these efforts suggest that Chinese officials, at least on the local level, have concerns over the substandard tankers arriving at their ports, they have not made a dent in curbing the trade of sanctioned oil, analysts say. In 2023, oil from Iran, Venezuela and Russia made up 26 percent of China’s oil imports, up from 20 percent in 2021, according to data from Kpler. In the first seven months of 2024, this figure was up to 28 percent.
“As long as Iran continues being sanctioned and as long as China continues to buy, this trade will continue,” said Emma Li, a China oil analyst at Vortexa, an energy analytics firm.
