However, since the nation is home to more than 6,000 islands — some of which are only accessible by boat — your best bet is to explore via cruise. Just take it from Rob Clabbers, Travel + Leisure A-List travel advisor and Q Cruise + Travel founder, who tells T+L that “Greece and the Greek isles are just the perfect destinations to explore by ship” since “a cruise allows you to see more islands and gives you a unique vantage point.” Several of the best Greece cruises also include visits to neighboring countries like Turkey and Italy, for example, which allow travelers to experience several cultures and countries in one action-packed trip. According to Clabbers, this small luxury cruise line is perfect for those who prefer “a smaller, more casual yacht-style experience.” Per the pro, the onboard vibes are best described as “upscale, but not stuffy or over-the-top.” It’s also worth noting that “each ship offers a water sports platform with kayaks, water trampolines, stand-up paddling, snorkel gear, floating carpets, and other ‘toys’ that are deployed (weather and location permitting, of course) at least once on most Greek itineraries.” 

Itinerary: While you can’t go wrong with any of Windstar’s Greece itineraries, Clabbers is quick to call out the popular Treasures of the Greek Isles voyage, which sets sail each week from May through October. Passengers can visit beloved ports of call like Mykonos and Santorini, along with “lesser-known (and less-crowded!) places like Monemvasia and Patmos.” As part of the experience, guests have the unique opportunity to feast among the ruins in neighboring Turkey as part of the line’s complimentary Evening in Ephesus “after-hours” event, which, per Clabbers, features a decadent five-course dinner accompanied by a chamber orchestra. Speaking of culinary offerings, it’s worth mentioning that Windstar is the official cruise line partner of the esteemed James Beard Foundation, which means you can expect some of the top eats at sea.

Explora Journeys

“A new entrant in the luxury travel industry, Explora Journeys offers all the style and comfort of a modern European luxury resort property on its 922-guest yacht-inspired Explora I and, launching later this year, Explora II, ” explains Clabbers. The line has taken the industry by storm, doing away with cliche cruise staples like main dining rooms, large buffets, and notoriously small staterooms. Instead, says Clabbers, guests can choose from a selection of “excellent restaurants that other companies would call specialty restaurants,” as well as “four swimming pools, each with their own vibe,” and all-suite accommodations, some of which boast private plunge pools. Per the pro, it’s worth noting that “Explora Journeys is the first luxury line that offers a dedicated youth activity program and facility year-round;” as such, it’s an excellent option for multi-generational families looking to cruise Greece in style. 

Itinerary: Sailing round-trip from Athens, the aptly named eight-night A Journey from Athens to Athens itinerary includes a mix of popular ports like Mykonos and Santorini, along with hidden-gem locales like Syros, which is famous for its neoclassical architecture, a buzzy main town, and (essentially) crowd-free beaches. The cruise also visits the serene resort town of Marmaris in Turkey before heading to its final port of call, Kos , a gorgeous Greek island known for its sandy beaches, white-washed buildings, and historical sites.

According to Clabbers, " Celebrity Cruises was launched by a Greek shipping family," so the line has deep ties to — and many officers who hail from — the country. What’s more, he says, "When you visit Greece, they are taking you to their homeland, and it shows in their passion and love of the Hellenic nation." The line offers a range of larger ships and, thus, more options between accommodations (from economical inside rooms to luxurious suites in The Retreat), itineraries, restaurants, and entertainment; as such, Celebrity is "a great option for adults and families who like more activities on their ship." 

Itinerary: The nine-night Best Of Greece itinerary cruises round-trip from Athens on select dates from May to October and takes place aboard the 2,170-passenger Celebrity Infinity , which Clabbers described as one of the line’s “smaller and more seasoned ships.” The first port of call is Santorini, followed by Ephesus in Turkey and Mykonos. “Additionally,” says Clabbers, " Infinity   travels to Volos and Thessaloniki, ports that are not typically visited by large ships.” Kavala, located in the northern part of the country, serves as the final port of call before heading back to Athens. Here, cruisers can enjoy a mix of history, culture, and architecture — plus some seriously stunning landscapes (from lagoons and lakes to wetlands and beaches) along with lush flora and fauna.

Silversea offers a variety of Greece cruise itineraries, and it’s one of few truly luxe all-inclusive cruise lines. Per Clabbers, the 596-passenger Silver Moon offers all-suite accommodations and a classic small-ship feel — complete with excellent meals, beverages, and shore excursions all included in your cruise fare. Speaking of the latter, he says, “The inclusion of shore excursions also makes it easy to dive deeper into Greek culture and culinary experiences.” 

Itinerary: While you can’t go wrong with any of Silversea’s Greek itineraries, Clabbers especially recommends the seven-night Athens to Athens cruise, which “calls on highlights, but adds places like Souda Bay in Crete, Nafplion, Patmos, and Rhodes ,” where he recommends visiting the “temple ruins at Lindos, with views over the Mediterranean, and then walk in the footsteps of the Crusaders in the old town.” The cruise also stops in Nafplion, which, despite its romantic seaside setting and lovely beaches, is yet to be uncovered by most American travelers — for now, at least.

Variety Cruises

According to T+L A-list travel advisor and small ship specialist Mary Curry , this local Greek cruise line offers its own fleet of yachts, most carrying fewer than 50 passengers. Since the ships are so small, says Curry, “you can travel a bit further off the beaten path.” Variety offers a handful of Greece itineraries, including specially themed hiking and wine cruises.

Itinerary: Travelers craving a true off-the-beaten-path experience can book the seven-night Unexplored Greece voyage, which sails round-trip from Athens. The first port of call is Ikira, a tiny island known for its hot springs that also happens to be one of the world’s Blue Zones. Then, it’s off to Patmos, known for its fascinating history and unspoiled beaches, before overnighting in Lipsi, a laid-back isle famous for its gorgeous scenery. On board, guests can taste the destination’s famous wine, Aposperitis. The fun continues in Levintha, inhabited by a single family who raises animals and runs a restaurant where guests can enjoy fresh-caught fish. After, it’s off to Amorgos, where scenic hiking and beautiful beaches abound. The next day, you’ll stop at Panagia Hozoviotissa, a cliffside monastery dating back to the 10th century, before heading to Koufonisia, which boasts majestic caves and rock pools accessible only by boat (thankfully, Variety as you covered). The final stop of the day is the serene island of Iraklia, which offers clear-blue waters ideal for swimming. After remaining here overnight, you’ll head to the final port of call, Serifos, where guests can visit a remote beach, followed by an onboard BBQ feast to refuel before heading to Chora, a fairy-tale village.

This French-owned cruise line offers an impressive fleet of small luxury ships. Additionally, says Curry, “Most cabins have private balconies, and travelers who plan early are rewarded with excellent value for the money.” What’s especially unique about Pontant, explains the pro, is that they “partner with Smithsonian Journeys on select departures to offer an enrichment program of included lectures and shore excursions in each port.”

Itinerary: Curry especially recommends the seven-night Cruising the Greek Islands of the Southern Aegean sailing, which will cruise round-trip from Athens in July and October 2025. The cruise calls on aforementioned spots like Patmos, Rhodes, and Amorgos before visiting Adamas in Milos, a volcanic island teeming with postcard-worthy white-washed towns and breathtakingly beautiful beaches. Adamas itself is a tiny fishing port where colorful boats shimmer against the blue waters. Finally, it’s off to Mykonos and Napflion before finally disembarking in Athens.

Disney Cruise Line is world-famous for its exciting onboard offerings for children of all ages — including character and superhero meet-and-greets, dining options themed after beloved Disney princesses, and live performances galore — making it a favorite for families hoping for a fun-filled Greece vacation.

Itinerary: "Setting sail aboard the Disney Dream on the seven-night Mediterranean with Greek Isles itinerary is nothing short of magical!" says Megan Guinnup , a travel agent with Marvelous Mouse Travels . Cruising round-trip from Rome, the ship calls on Naples before exploring Greece. In addition to popular ports like Athens and Mykonos, you'll also visit Chania on the island of Crete, which offers a bustling harbor, exquisite architecture, and cobblestone streets that look like they were plucked straight from a (Disney) fairy tale. After exploring each locale, the fun continues back on board, where, per the pro, "there is enchantment everywhere — meeting beloved characters, enjoying deck parties with Mickey and Minnie, and indulging in exquisite cuisine."

Royal Caribbean

This mega-ship line truly has it all: Flashy entertainment and onboard activities — which, depending on the ship, can include everything from water slides to zip lines — and plenty of drinking and dining offerings to appease even the pickiest eaters. Guinnup and Kari Dillon, owner of Marvelous Mouse Travels, recommend setting sail aboard Odyssey of the Seas , which offers several Greek itineraries. "On board," says Guinnup, "There's a plethora of activities to enjoy, from bumper cars and roller skating to exquisite dining and a bionic bar — there's something for everyone!"

Itinerary: The seven-night Greek Isles itinerary sails round-trip from Rome with stops in Santorini, Ephesus, Mykonos, and Naples. Keep in mind that because the ship is so large, Santorini and Mykonos are both tender ports. With that in mind, Dillon recommends springing on The Key, an optional add-on that includes priority tender access so that you can spend as much time as possible on land basking in its beauty.

Virgin Voyages

Richard Branson’s adults-only line has taken the industry by storm with its innovative offerings, including 20-plus restaurants instead of buffets, an onboard tattoo parlor, adult-focused entertainment offerings, and a two-story nightclub.

Itinerary: Dillon especially recommends the seven-night Greek Island Aglow itinerary for travelers seeking a high-energy, adults-only option. She continues, telling T+L, “Not only does this sail to the islands of Santorini and Rhodes, but it [also] has an overnight in Mykonos, which is world-famous for its lively party atmosphere.” As a bonus, the cruise also calls on Bodrum in Turkey, which boasts beautiful beaches, flower-filled cafes, and a bustling nightlife scene.

Celestyal Cruises

The Greece-based Celesytal Cruises prides itself on offering an authentic Greek vacation experience. Additionally, Celesytal is unique in that it offers year-round Aegean Sea sailings cruising round-trip from Athens and ranging in length from three to 14 nights. On land, Celeystal guests can choose from a selection of the line’s “Authentic Excursions,” which are specially curated, small-group, expert-led experiences designed to take travelers off the beaten path. Options — including walking food tours and pottery-making demos at a local factory — abound, depending on the particular port of call.

This 183 ½ ft-wide elegant yacht was launched in July 2009. She complies with EUROSOLAS safety regulations, ISPS (International Ships Port Safety Code) ISM, (International Safety Management), while its powerful engines, generators and state of the art twin stabilizers will allow for safe and comfortable cruising.

Life on Board

A modern elegant yacht with a sleek high-tech look very similar to the private yachts to be found in the famous ports of the world. Life on board will centre around the Bar Lounge and Dining Room at the Main Deck and at the Sun Deck Bar where meals are served “al fresco” depending on the weather and the ship location. The classy dining room and the adjoining cosy bar lounge are surrounded by large windows providing beautiful views of the ports of call It accommodates all guests in one single seating and provides a high standard of cuisine, always with some local flavour. The Sun Deck is the ideal place to bask under the sun, read a good book or just gaze at the scenery. The swimming platform on Harmony V stern will allow for easy access to the ship and for a wide range of sea related activities. Service on board is provided by your Captain, the Cruise Coordinator and your experienced Marine and Hotel crew members. Service will be attentive or unobtrusive according to your requirements and priority is always given to the safety and comfort of passengers. Organised excursions are available for most ports of call and our on board Gambian River Naturalist will assist you to discover the amazing flora and fauna.

The 25 cabins are located on the Main deck (9 cabins) and on the Upper Deck (16 cabins). All cabins are premium and contemporary, decorated with soft colour furnishings. Cabins are comfortable and average size is 135 sq feet. All 16 cabins on the Upper Deck offer flexible bedding configuration, which can be set to offer either two twin beds or a double bed. The 9 cabins at the Main Deck consist of 6 double bedded cabins and of 3 twin bedded cabins (no flexible bedding arrangement). All cabins offer large windows and en suite bathrooms with shower and elegant Corian finishing on walls and floors. The cabins are equipped with flat screen TV sets, DVD players, mini fridges, hairdryers, individually controlled A/C and safe deposit boxes.   

Cruise Itinerary 8 days cruise from Athens/Marina Zea Day 1 – Friday MARINA ZEA, PIRAEUS - KEA Embarkation at Marina Zea in Athens, between 2-3 pm. Enjoy a welcome drink and meet your crew and fellow passengers. Depart via Cape Sounion to Kea. Time at leisure to explore Kea’s tiny port, Coressia after dinner. Departure in the early hours for Delos. Overnight at sea. Day 2 – Saturday DELOS (anchorage) - MYKONOS Optional morning tour to the unique archaeological site of Delos, antiquity’s most sacred island. On to the port of Mykonos, with a swim stop on the way. Free afternoon and evening to enjoy the island’s cosmopolitan lifestyle. Overnight in Mykonos. Day 3 - Sunday SANTORINI Noon arrival in Santorini (anchorage at Fira). Experience the stunning natural drama of the volcanic caldera. Optional tour to archaeological sites and typical villages with unique views over the Aegean Sea. Overnight sailing to Crete. Day 4 - Monday RETHYMNON, CRETE Morning arrival at Crete’s famous and lively port of Rethymnon. Optional tour to the ancient city of Knossos near Heraklion. Late departure for Kythira. Overnight at sea.

Day 5 – Tuesday KYTHIRA Late morning swim stop and afternoon arrival to Kythira, a less known island gem now fast becoming a favorite among visitors to Greece. Evening at leisure to visit the picturesque main town of Chora and experience the subdued charms of this peaceful island. Overnight in Kythira.

Day 6 - Wednesday MONEMVASSIA - NAFPLION Early morning sailing to Monemvasia. Discover a remarkable medieval fortified town, with time at leisure to explore the uniquely preserved Byzantine and Venetian architecture and experience the beauty of the natural setting. Depart for Nafplion in the early afternoon, with a swim stop on the way. Evening arrival at Nafplion. The old quarter is charming, with narrow streets and characteristic period architecture. Also, impressive medieval fortifications can be seen in the port and crowning the hills above. Overnight in Nafplion. Day 7 – Thursday NAFPLION – HYDRA or SPETSES Optional tour to Mycenae, the powerful walled palace of Agamemnon, the Homeric Achaean king. Early afternoon departure for the island of Hydra. Time at leisure to explore this picturesque port town. Captain’s Farewell Dinner. After midnight arrival at Marina Zea, Athens. Day 8 – Friday MARINA ZEA, PIRAEUS Departure in the early hours for Marina Zea, Piraeus. Arrival and disembarkation after breakfast. Greece to introduce 20 Euro levy for peak season travel in 2025

Greece’s Prime Minister Kyriakos Mitsotakis announced plans last weekend to introduce a 20 Euros (AU$33) levy on cruise ship visitors to the popular tourist islands of Santorini and Mykonos over the peak summer season. The strategy aims to tackle the issue of over tourism facing those islands.

In 2023, Santorini welcomed 800 cruise ships carrying 1.3 million visitors onboard. During summer, the destination host more than 17,000 cruise ship visitors every day. That compares to the population of Santorini which sits at 15,500.

“Greece does not have a structural overtourism problem… some of its destinations have a significant issue during certain weeks or months of the year, which we need to deal with,” PM Mitsotakis said.

“Cruise shipping has burdened Santorini and Mykonos and this is why we are proceeding with interventions.”

The Greek government also plans to limit the number of cruise ships that arrive simultaneously at certain docks. For Santorini, the number of ship passengers will be capped at 8,000 per day.

Mitsotakis said part of the revenues from the cruise shipping tax will be reinvested into the local communities and infrastructure.

The cruise levy will be introduced by the summer of 2025. Greece is also increasing fees on hotels and short-term rentals during the peak season, from April to October.

Start out with the big picture – what is this cruise line known for?

The Ritz-Carlton Yacht Collection is new to the cruising scene . Its first superyacht,  Evrima , launched in 2022, and  Ilma  is the second in its quickly expanding fleet. The collection is meant to provide all the luxury and freedom of a private yacht with the refinement and service Ritz-Carlton is known for.

And I have to say they’re nailing it – I truly felt like I was aboard a yacht more than a cruise ship. All of the spaces are designed with intimacy in mind, and you can tell.

Tell us about the ship in general .

She’s sleek, sexy, and has a hotelier’s touch. I stayed at Hôtel Arts Barcelona , a Ritz-Carlton flagship before Ilma departed, and being onboard felt like a natural extension of the hotel. Everything felt comfortable, but not at the expense of style. My mind immediately goes to the director-style dining chairs on deck outside Mistral, the restaurant on deck 10, which were not only designed specifically for Ilma – sleek chrome for the base and classic nautical stripes for the cushions – but improved upon from Evrima for new dimensions catering to comfort. I also can’t rave enough about the linens throughout the ship, from the napkins to the sheets to the bathrobe (more on this later).

All of the decks on board are expansive but never feel overcrowded – the loungers, couches, and tables are arranged to create pockets of intimate spaces, so you never feel like there are 400 other passengers onboard. There are 10 decks total, the upper deck (10) and lower decks (3-5) being the most social – the main pool deck is on top, with loungers spanning along both sides of the ship and smaller tables between. At the bow, there’s the observation deck, cleverly hidden on the far side of the swimming pool , with couches and its own bar. It’s so private that you almost feel like you might be in the wrong place (replaced quickly by the feeling that this is now your little secret). The lower decks house most of the restaurants, the fitness studio and spa , and the smaller (infinity) pool deck, as well as the Living Room, which has smaller groupings of couches and tables, separated by natural parts of the architecture, like pillars and bookshelves, so you feel like you’re in, well, someone’s well-appointed family room.

Every design decision feels purposeful because, of course, it is. Taking what they learned from Evrima and her guests, the Yacht Collection expanded much of Ilma ’s capacity to respond to what passengers gravitated toward the most, doubling the size of the fitness studios, the number of spa treatment rooms, and the number of loungers on deck, for which I was grateful. I was relieved not to have to wake up at dawn to stake my claim on a seat.

Who is on board?

Mostly couples , a few families, and a handful of solo travellers , all ranging in age. We had a lot of longtime Ritz loyalists, many who’d never cruised before, finally willing to give it a shot, thanks to Ilma .

Describe the cabins .

Spacious, airy, plenty of room to breathe. My cabin – a Grand Suite – had both dining and living areas and a bedroom that I could close off while sleeping, avoiding any gorgeous Mediterranean sunlight let in by the floor-to-ceiling glass sliding door too early in the morning. Running the whole width of the suite, the door opened onto a balcony to rival the decks above. I had two loungers and two armchairs all to myself, of which I made ample use.

I appreciated the two separate closet spaces (more than I have in my current apartment) with drawers and hanging space – with enough hangers! – in addition to open shelving, which I used for easy access to the items I reached for the most: jewellery , bags, and a sarong for the pool.

As for the linens, they were all from Frette , including the bathrobe, which now has the distinction of being the most comfortable robe I’ve ever used and made me realize how scratchy other robes turn out to be.

The colour scheme was, like the rest of the superyacht, refined and understated – soft greys, whites, with a pop of colour from the teal couch.

I relished using the Diptyque products in the bathroom during every shower. However, I did have to hunt for the waste bin, which turned out not to be a separate receptacle but a drawer that was part of the vanity and took some getting used to.

Tell us about the crew.

They were attentive and engaged but not overbearing and often knew what I wanted before I did (thinking of the iced oat milk latte I was offered one morning on the pool deck – it was just what I needed). We were told some of the crew had come from other Ritz properties, and I could tell a few were still getting their sea legs but were well on their way to adapting to the ship.

My suite ambassador, Horacio, was a particular standout. He always anticipated what I’d need for the coming day – an extra bottle of Moët early on, then a fresh bottle of sparkling water later. He also ensured my welcome-night dress was freshly pressed for dinner and the following party, which I was especially grateful for, as there was no iron in the suite (there are two in the guest launderette, though).

What food and drink options are available on board?

You’ll never want for a drink or snack on Ilma . There are five restaurants, all with distinctive types of cuisine – Tides, Memorī, Beach House, Mistral, and the pièce de resistance: Seta su Ilma . Headed up by Michelin-starred chef Fabio Trabocchi, Seta is the only restaurant on board that requires an additional fee to dine there. I’d recommend making a reservation as soon as you embark.

I experienced Seta (and it truly is an experience ) on my last night on the superyacht; it was quite the send-off. Dinner is an 11-course tasting menu with a wine pairing for every course, so everyone told me to eat light the day of, and I’m glad I did, especially since my favourite course (Wagyu beef calabrese) came last before dessert . Seta was the most intimate of the restaurants, with around 40 seats, and all of the tables had staggered seating times. Our (chatty) table was one of the later seats, and we closed the restaurant.

And when you’re more parched than peckish, there are six bars aboard, most adjacent to their respective restaurants. My favourite was the Marina Bar, in the aft of the ship. Two of the walls transform out into open-air decks with glass panelling beneath you, so you can get a glimpse of the water below while you sip your cocktail of choice (mine was naturally a piña colada).

Is there a spa on board, and is it worth visiting?

Yes and yes – treatments available include the usual suspects, like massages and facials , and salon services for both men and women. The Barber – an extension of the Pisterzi brand , which has locations in New York and Milan – and The Salon are the go-to spots for haircuts, shaves, manicures, and all grooming needs in between. (I heard nothing but rave reviews about The Barber from the men aboard – I heard some variation of “best shave of my life” every time.) There’s also a steam room and sauna (one of each for men and women), which you can enjoy even without another treatment booked.

I’m always carrying around a tight back, so I was delighted to be treated to a deep muscle massage and finally feel my shoulders fall below my ears. Before my treatment, my massage therapist asked the usual questions – any injuries, which spots needed the most work, etc. – but then she applied two different oils and asked which I liked better. The one I chose meant my body needed relaxing, naturally. During the treatment, there was a bowl of rose petals on the floor below my head, which I found to be a nice touch. The massage itself was just the amount of pressure I like – a lot – without verging into too much . Afterwards, the steam room and sauna were offered to me, but I was eager to heat up by the pool instead.

What about activities and entertainment?

You won’t find a theatre or auditorium onboard Ilma, and that’s because life is best lived on the decks, so I found – catching sun by one of the two pools or taking advantage of the adult playground that is the “aquabana” – a floating lounge space off the aft of the ship where you can swim in the sea, kayak, paddleboard, or relax with your feet in the water under one of the cabanas. These are common on private yachts, and in keeping with giving passengers a taste of the yachting lifestyle, Ilma acquired the largest one made yet (so I’m told).

There was plenty of live music throughout the voyage: a DJ by the pool deck or a live band in the Living Room – Ilma ’s central lounge space with a coffee bar and rotating gelato flavours by day and a busy cocktail bar by night.

When you’ve had enough sun (hard to imagine, I know), there’s not only a gym but spinning and movement studios, all expanded on Ilma , due to their popularity on Evrima . I had the best intention of spending one morning testing a treadmill, but whenever I walked by, it seemed like the other guests had it under control.

Instead, I power-walked the decks, taking in all the art – you can find an original Hockney, Warhol, and Picasso onboard – and window-shopping at the Bvlgari boutique.

How was the experience for families?

Surprisingly welcoming! I did not expect to see so many families on board, but there was dedicated programming for children through Ritz Kids , as well as several children simply enjoying the amenities alongside the rest of us: dancing, swimming, and sipping juices.

Where did it sail and how were the excursions? Did anything stand out?

We sailed from Barcelona to Saint-Tropez , where we anchored overnight before disembarking in Monte Carlo. The overnight port call in Saint-Tropez gave us plenty of time for both planned excursions, which ranged from winery tours to a pastry-making class and taking the tender into town for your own exploring.

For my excursion, I took a tour of nearby Port Grimaud, a planned community built in the ‘60s with a network of canals meant to mimic  Venice , followed by a seafood tasting at a local restaurant before grabbing a digestif along the harbour back in Saint-Tropez with some of my fellow tour mates. I appreciated how much time we were given on our tour to wander – we had portions of planned activities, like a boat tour through the aforementioned canals, but plenty of time for our discovery.

Are there any stand-out sustainability or green initiatives related to this cruise?

Ilma is the first build in the collection to have a specialised gas system installed, which makes it flexible for current – and future – sustainable fuels, like bio- or synthetic fuels, and the next member of the fleet, Luminara (launching in 2025), will have the same.

Greece to Restrict Cruise Visits as Islands Struggle With Tourist Crowds

In a country where vacationers are a keystone of the economy, Prime Minister Kyriakos Mitsotakis is embracing a European trend toward tighter tourism regulation.

With the treasures of its history, the beauty of its islands and the golden sands of its beaches, Greece offers tourists many reasons to visit. But a seemingly endless influx in recent years has caused headaches at some of its most popular destinations.

So this weekend, its prime minister proposed an array of measures aimed at curbing some effects of the growing crowds.

The changes include hefty increases to docking fees for cruise ships at some of Greece’s most popular islands, and limits to daily cruise ship arrivals. The rules aim to reduce the strain that the vacation industry places on communities and echo a pushback against overtourism in several other major European destinations.

“Tourism supports the economy with significant resources and jobs, but it has its own particular social impact,” Prime Minister Kyriakos Mitsotakis said during his annual state of the economy speech in Thessaloniki on Saturday night. He added that he was “very concerned about the image on some of our islands some months of the year due to cruise ships.”

More details will be announced next week, he said.

Discontent over tourism has flared across Europe since pandemic-related travel restrictions receded. In April, Venice introduced an entry fee of 5 euros , about $5.50, on certain days. In July, protesters in Barcelona marched in exasperation with tourist numbers .

And after those cities diverted cruises from busy ports, officials in Amsterdam decided to cut cruise traffic in half by 2026, before eventually closing its terminal , citing worries about overcrowding and pollution.

The issue carries particularly high stakes in Greece, where tourism accounts for about a fifth of economic output. A record 33 million people visited last year, according to the Bank of Greece , which said numbers were up a further 15.5 percent in the first half of 2024.

Vacation rentals and foreign buyers have also driven home prices to a level that many locals say they struggle to afford on many islands , while a wave of villa construction has contributed to water shortages.

“We’ve had yet another extremely successful tourism year,” Mr. Mitsotakis said, noting that the sector was going “from record to record.”

To address overcrowding, disembarkation fees for cruises would be increased, he said, with larger rises for particularly popular islands like Mykonos and Santorini, where the authorities and residents have been pushing for constraints.

Fees will rise to 20 euros for those islands during the high season, he told a news conference on Sunday, a steep hike from the current charge of 35 cents for Santorini. Some of the additional revenue will go toward local infrastructure, he said.

The government will also increase a lodging tax paid by hotels and rental accommodations on the islands, with those proceeds going toward local communities to help them during the peak season, Mr. Mitsotakis said.

And property owners who offer long-term leases, rather than the short-term rentals generally given to international visitors, will be exempt from paying rental tax for three years, he said.

Mr. Mitsotakis also heralded restrictions, to be announced in coming weeks, on runaway construction on the most overdeveloped islands, apparently targeting vacation homes. “Let’s take action and put the brakes, wherever needed, on islands where we believe that the situation has reached a point that the infrastructure is essentially being tested,” he told reporters.

The cruise industry is booming in Greece, with a projected increase of 20 percent in ship arrivals this year, totaling more than eight million passengers, according to Giorgos Koubenas, the president of Greece’s union of cruise-ship owners, who said revenues this year were projected at €2 billion.

Santorini, with its volcanic beaches and dramatic caldera, is Greece’s most popular cruise destination, with 1.3 million cruise visitors last year, according to the Hellenic Ports Association. An official there provoked an angry backlash on a particularly busy July day when he urged residents — population 15,500 — to stay home to make way for an expected 17,000 visitors.

The mayor, Nikos Zorzos, said that the authorities did what they could to keep daily visitors under 8,000, but that itineraries were set two years in advance, causing some “very difficult days.”

“It’s important that each island has the ability to regulate the situation locally,” he said, “that local authorities have control in such significant issues that directly influence the daily lives of residents.”

Some residents of smaller islands, however, say they fear that restrictions will push the problems of cruise traffic onto them.

“I’m very worried,” said Thodoris Halaris, a 64-year-old resident of Amorgos, an island of about 2,000 that received its first large cruise ship last month. Cruises risk crowding out the regular visitors he rents to, he said, and don’t suit the island’s relatively small beaches.

“It’s like the theater of the absurd,” he said. “Fifty people swimming on a beach and a 250-meter cruise ship docked in front of them.”

Konstantinos Revinthis, the mayor of Serifos, said he was persuaded to oppose cruise visits after a medium-size liner brought some 2,000 passengers to his island of roughly 1,000.

“We don’t have the infrastructure to host so many people,” he said.
